Counter Technology, Inc. (CTI) is a C-corporation established in 1986 and headquartered in Gaithersburg, Maryland near Washington, DC. CTI specializes in security consulting, management, research, and systems design. Key personnel listed on this proposal include former law enforcement, military, and security officials. Our experts, specialists, and engineers have provided services for the aviation industry, major corporations, non-profit organizations, and governments at all levels.
CTI’s project experience and staff expertise has been instrumental in CTI being selected to develop Security Master Plans for several high-profile clients, which have included airports with Category X designations, including Hartsfield Atlanta International Airport, the City of Phoenix Aviation Department, the Houston Airport System, and the Chicago Department of Aviation. These Security Master Plans serve as blueprints for the overall security program for our clients, and include the completion of a comprehensive threat, vulnerability, and risk assessment for each airport and the development of a prioritized list of enhancement options (recommendations for improvements, critical milestones, phased implementation approach, system conceptual design, and cost estimates), and related threat matrices. One major project was the three-year implementation of the $53 million-dollar project at O’Hare and Midway airports for its access control, CCTV, communication center, and EOC systems.
CTI key personnel have a long history of performing strategic security studies, many of which require integrated security systems. These systems have included contact and proximity card access and biometric fingerprint technologies, as well as video surveillance/analytics systems. CTI has provided security studies and assessments, including public area protection and bomb blast mitigation.
CTI’s expert consultants are engaged with industry associations and working groups, serving on security technology and standards committees, and authoring industry guidance documents such as PARAS 0005, “Airport Breach Classification and Best Practices” for Safe Skies. CTI also participated in the development of the TSA’s “Recommended Security Construction Guidelines for Airport Planning, Design and Construction” in 2011 as part of the Aviation Security Advisory Committee (ASAC) Working Group, and RTCA’s “Airport Security Access Control Systems” for Special Committee 224 (SC-224); CTI personnel edited the RTCA’s latest revision of that document, DO-230H. This engagement helps us maintain our edge on technology.

Ms. Garza has spent her entire career in the security industry, serving as a police officer in Illinois prior to joining CTI. Since 1988, Ms. Garza has led the organization in corporate strategy development, performance improvement, due diligence, negotiations, legal transactions, purchasing, cost analysis, and quality control.
Mr.Garza has been in the security and police field for over thirty years. Prior to joining CTI, Mr. Garza was the on-site training program coordinator for the U.S. Department of State's Anti-terrorism Assistance (ATA) Program and served as Director of Training for the International Association of Chiefs of Police. He later served as Director of the IACP Inter-national Terrorism Center.
Mr. Roth was formerly with the US Secret Service Technical Services Division and is recognized internationally as a technical security expert. He provides expertise in electronic and physical security systems design, technical security counter-measures, computer security, industrial espionage, and high-level technology to the public and private sectors.
Mr. Scott has been affiliated with CTI for over 30 years. As a project manager and security consultant, his experience includes support for threat and vulnerability assessments, security design and construction oversight, security reviews and audits, cybersecurity compliance, training, and access control management
Mr. Cox retired as the Chief of Airport Police for the Austin International Airport. Mr. Cox has been providing security services for over 40 years and has served on various committees and working groups during his career and is considered an expert in the field of aviation security.
Mr. Mirzai has over 30 years of electrical engineering experience, and has served as a senior project manager for multi-million dollar projects at airports, hospitals, government, and commercial projects. He specializes in the design of power, lighting, security, and communications systems.
